The Decision of State Council on Modifying Rules for the Implementation of the Statistics Law of the People's Republic of China is hereby publicized and shall come into force on February 1, 2006.

Decision of State Council on Modifying Rules for the Implementation of the Statistics Law of the People's Republic of China

The State Council has decided to make following modification for the Rules for the Implementation of the Statistics Law of the People's Republic of China:

I. The Article VI in Rules for the Implementation of the Statistics Law of the People's Republic of China will be revised that the National Bureau of Statistics of China and investigation group it dispatched, and statistics authorities of local government at or above the county level is the national authority answering for fulfillment of the laws and regulations for statistics and system of statistics. Such authority is responsible for supervising the implementation of the laws and regulations for statistics and system of statistics, safeguarding functions and powers of statistics authority and statistical personnel, and investigating and prosecuting the acts and practices breaking the foresaid laws, relations and system.

One article is added as the Article II, which stipulates that the statistics authority of local government at or above the county level shall investigate and prosecute the illegal practices in statistics within its administrative region; in respect of the illegal practice in the statistics investigation organized and carried out by the investigation group the National Bureau of Statistics dispatched, it will be investigated and prosecuted by the investigation group who organizes and fulfills such statistical investigation.
